The invention relates to a negative pressure continuous casting device and a method, belonging to the technical field of metal casting. By installing an air extraction system on a continuous casting device to extract air, a negative pressure is formed in the cavity which is composed of a guide pipe, a casting mold, etc. In the continuous casting process, the gas in the molten metal and the front of the solid–liquid interface can be actively attracted to escape from the molten metal quickly, which is helpful to obtain high quality billet with low gas content. The negative pressure continuous casting device has the advantages of simple structure, convenient operation and maintenance, high production efficiency, wide application range and low manufacturing cost, it is safe, low cost and high efficiency to produce all kinds of metal billet with low gas content and high quality. It is especially suitable for horizontal continuous casting or down casting with holding furnace lower than mould.
